[Open-scap] cpe code

Hi everybody,

CPE code for openscap library is attached. Have a look at it, comments are 
appreciated :)

code that parse cpe.xml dictionary is still missing. 

Brandon, if you have anything new or you have a proposal, how could API to 
cpe.xml dictionary looks like, you can send it.
