[Open-scap] Git directory structure

Hi all,
 I'm going to change our current directory structure in git. Together with that I'll commit the latest OVAL API (rev6), CCE code and the back-end skeleton code. Before that, please review the new tree structure:

/ --> src --> CCE 
          --> CPE
          --> CVE
          --> CVSS
          --> OVAL --> include --> *-impl.h
          --> back-end

  --> include --> liboval

  --> examples --> CCE
               --> CVE
               --> CVSS 
               --> OVAL 

(created during compilation)
  --> build --> lib
            --> back-end
