[Open-scap] Stubbed implementation of open-scap oval parsing.

An updated implementation of the OVAL api is attached.  The oval-parsing code that populates definitions and tests is built.  I'm still working on objects, states and variables, but most of the pattern options and infrastructure issues are addressed in the current submission.
