[Open-scap] Inconsistent behavior with profiles

Hi Josh,
yes, this is incorrect behavior. Once the group selected property is
explicitly set to false, no rule within should be processed regardless of
Profile's setting. This should be fixed in last git. Please let me know if there
is any problem.
