[Open-scap] rpmCryptoFree() breaks RHEL support

Just wanted to give a heads up that commit
1ac6a077217880d684eb38e17318fe34366e4718 (yesterday) breaks RHEL 5
support.

rpm-4.4 doesn't support the rpmCryptoFree() function. I haven't had time
to look into a good solution yet, short of adding a blank function in
the #ifdef HAVE_LIBRPM44 block, but wanted to bring it up.
