[Open-scap] Swig errors while building on cygwin

I am trying to build OpenScap via Cygwin as shown on the following page:
http://www.open-scap.org/page/Windows
The instructions weren't quite applicable to me but after some work I have gotten to the following point:

There are pages of these errors for the swig directory. I looked over the swig documentation but this is the first time I have used it.
Has anybody seen this before?
