[Osdc-edu-authors] New article pending: OER $2b grant and SCORM

Not quite the right thing for this piece.  CC-BY is going to be a *huge*
piece of future articles, but this one is really about a restrictive
technical standard and the agita about that choice.

I can choose a fairly neutral "open ed" kind of graphic for now, if that's
ok.  We're ready to go.
