[Ovirt-devel] [Patch] More History Graphs Improvements

Some CSS tweaking, time axis generated when there is no data, graph 
scaling, etc

Files were copied over from mantis, there were some non-graphing related 
files which I did __not__ copy over and include, specifically these:
app/controllers/vm_controller.rb
app/models/vm.rb
app/views/host/_grid.rhtml
app/views/vm/_form.rhtml
app/views/vm/console.rhtml
app/views/vm/show.rhtml
