That part should only execute if no configuration was retrieved from the
server. So the only way that code would execute is if it couldn't even
retrieve a default configuration from the server.

WRT $DEVICE vs. all NICs, I'm not sure what is the desired behavior. Do
we only want devices beyond the management interface to stay down unless
a configuration from the server explicitly says to bring them up?
That'll work either way since the identify phase will still report a
physical NIC even if it's not configured.
