[Patternfly] PatternFly reference implementation is now registered in Bower

The PatternFly reference implementation is now registered in Bower.  Thanks to Eric Helms for the nudge to do so as well as the assist on the implementation.

What does this mean?  In short, it just became a whole lot easier to install the PatternFly reference implementation.  Now instead of cloning the repo from Github and running a command, users can now just run a command (e.g., bower install patternfly).  Of course, users still need to have Bower and its dependencies installed…
