sort of both.  some of the elements (such as axes are styled via patternfly css).  but the colors used on item such as the lines in line graphs are set on a per-chart basis via chart options.  so if no color palette is set in the chart options, the chart defaults to c3’s default color palette.  but the recommendation is to use patternfly’s color palette in the chart options to override the defaults.  see https://rawgit.com/patternfly/patternfly/master/tests/charts.html for an example.

we don’t currently have plans for a dark theme as we’ve yet to identify a context in patternfly in which a dark chart is needed (now that i’ve said it, it’s bound to come up!  ;-) ).  as for colorblindness, we did test to ensure the patternfly palette was distinguishable per a simulator (nocoffee) for protanopia and deuteranopia (screenshots below), the two most common forms of colorblindness.  that said, feedback from actual colorblind users is needed.
