[Patternfly] Hope introduce custom popup box into patternfly

Hi Dong Xuebin,

This is a different use case. An alert on a modal box place a barrier for
the user.

Sometimes on really critical events you need the user full attention and
you don't want them to move forward unless they are sure of the
consequences, like deleting an account, or other action that is impossible
to undo.

I've generated the same effect you are looking for with PatternFly Modals
<https://www.patternfly.org/widgets/#modal> on UPS:

Also I kinda I agree that the alert boxes miss match PatternFly styles, but
the new toast notifications
