[Patternfly] The Patternfly and Angular-PatternFly v3.10.0 Releases are now available

The UXD team is proud to announce the 3.10.0 release of PatternFly.  This
release brings in support for badges in vertical navigation, additional
capabilities to the tree view, and many other improvements.

We've also released the 3.10.0 release of Angular-Patternfly, adding a new
