[PatternFly] Patternfly Angular Seed Project

Everyone,
  I created a seed project for Patternfly Angular that allows anyone to
clone/fork and quickly get a build environment up and running.  I had a
little trouble piecing the READMEs together and made this to help out.  The
idea is someone can forget the infrastructure and get to creating a
PatternFly app.

Key features:

   - Brings up a simple site with livereload and live code validation
   - Provide stubs for proxies to backend code to not trigger CORS errors.
   I come from the Public Sector Middleware team so this is really helpful ;)
   - Tasks to create a production distribution (concat, minify, uglify)
   - Create a local server for dev or prod
