This small patch is for https://bugzilla.redhat.com/show_bug.cgi?id=903401
It fixes an unintended check-in (along with a larger check-in for 
https://fedorahosted.org/pki/ticket/304)

It basically just reverts back the RSA part of public key handling 
across DRM and TPS to the original working code.
