Hi, I pushed publican 0.44 and publican-fedora 0.18 to that location.

I just found out that you can access the tar files used in koji at :

http://cvs.fedoraproject.org/repo/pkgs/publican/
http://cvs.fedoraproject.org/repo/pkgs/publican-fedora
