[publican-list] Publican 1.3 is away!

Hey all --

Publican 1.3 is now packaged up and in the updates queue for Fedora -- 
F-11, F-12, and Rawhide users should see it arrive on your desktops shortly.

For anyone packaging Publican for other operating systems, you can find 
the tarball here as usual: https://fedorahosted.org/releases/p/u/publican/

The Windows installer for 1.3 should be available from the same location 
shortly too :)
