If you put the l10n'd packages in an entry in the i18n section in the 
comps.xml it will default install correctly.  We have defaulted to 
English in the comps for other products in the past where translation 
was missing. then when translation caught up, it was easy to respin just 
that one package. From experience, this will require oversight and some 
process documentation.
