No problem, Mikhail -- I've tagged the repo at revision 838 (Publican 
1.0-0). You can always find the tarball for any Publican release in the 
Fedora "releases" directory here: 
https://fedorahosted.org/releases/p/u/publican/

The tarball for 1.0-0 is: 
https://fedorahosted.org/releases/p/u/publican/Publican-1.0.tar.gz
