[publican-list] Conditional generation of docs

Hello,

I'm trying to figure out how to write a documentation which can later be
processed by Publican to produce several variants of contents (in my
case it is users' guide for different devices with different screenshots
and keys available).

I thought about entities files and conditional inclusion of files
through xi:include, but AFAIU will break localization - there won't be
possible to have a single set of .po with all strings contaned.
