Hi Oguz!

One of Publican's key features is to produce RPM packages of books, and 
Publican uses the title of the book to create the RPM file name. File 
names of RPM packages can only have ASCII characters in them. However, 
you can still set the correct Turkish characters in the title like this:

1. Create the book with an ASCII version of the title:

publican create --name Ag_Yonetimi --lang tr-TR

2. Edit the Book_Info.xml file to include the correct Turkish title:

<title>Ağ Yönetimi</title>

3. Edit the publican.cfg file to point to the ASCII version of the 
title. Insert the line:

docname: Ag_Yonetimi

You can now build the book as normal and the title will be correct.

Publican uses the UTF-8 character set. Unpredictable things might happen 
if you use a different encoding.

I have tested a book with some paragraphs in Turkish encoded in UTF-8, 
and the book builds fine on Fedora; I believe that with UTF-8 encoding, 
it should build fine on Windows too, but I don't have a Windows machine 
to test.  You can see the sample output here:
