[publican-list] should i be able to build the Users Guide standalone?

Oh, don't use the Makefile! That's for very old versions of Publican,
0.45 and older. I keep it hanging around in the PUG so I can test that
the old2new code works.

Maybe there are no old books left and we can retire that feature ...
