Just noting here that if Publican adds the role=added/changed/deleted 
attributes to the built HTML, then the choice between change bars and 
coloured backgrounds is something that can be set in the CSS of 
individual brands, so even if Publican's default behaviour is to use 
backgrounds, Company X can still implement change bars when they create 
their Publican brand.
