[publican-list] Publican 2.3 released

Okay, I have to admit, aside from the occasional bug fixes, I don't 
really care much about upgrades to publican. HOWEVER, the style changes 
in 2.3 look really slick, especially the screen/programlisting format 
and the new admonition box styles. It looks really bright and crisp 
without being overpowering.

Nice work. Two thumbs up.
