Sure thing. I'll check with rudi about the correct way of doing this.

I also try to avoid entities as much as possible as well because of the
problems with translation. 

I don't think translation would be affected in this instance however. The
substitutions in this case would only be for Bugzilla Product and Component
names, and the BZ URL string, which from what I can tell are not translated
into other languages in the BZ web interface (correct me if I'm wrong).

If entities are not the answer here, do you have any suggestions how I could
get around the problem of editing the BZ URL in what would be uneditable text?

I think Rudi and I discussed getting me sorted out with the publican-jboss
package maintenance. But I think it has slipped by the wayside. I'll chat to
rudi about it, Jeff.
