"supports" is deceptive, publican exposes the default DocBook XSL and runs it,
but it doesn't do anything with the output after it's run.

Now you've hit the real issue. After the default XSL was exposed none one who
asked for it supplied any policy on structure, or input on how it should be
used.

RefEntry is the basic input:

http://www.docbook.org/tdg/en/html/refentry.html

How you'd use that depends on where it is. 

If you supply how you want to use RefEntry and how you want to use the output
we can look in to ways to support it.

e.g.

You might ship the man pages as appendixes in a developer guide and want them
split out in to a sub package as man pages so both the CLI and general reader
benefit.

You might want a book stuffed full of man pages and just want them delivered as
man pages.

You might want a single man page.
