[publican-list] Squished frontmatter in PDFs

Hi all,

A review of the PTG recently noted that paragraphs in the Legal Notice 
were getting compacted into a single paragraph.

For example, see the HTML version of the Performance Tuning Guide:
http://documentation-devel.engineering.redhat.com/docs/en-US/Red_Hat_Enterprise_Linux/6/html/Performance_Tuning_Guide/

vs. the PDF version:
http://documentation-devel.engineering.redhat.com/docs/en-US/Red_Hat_Enterprise_Linux/6/pdf/Performance_Tuning_Guide/Red_Hat_Enterprise_Linux-6-Performance_Tuning_Guide-en-US.pdf


This makes both Legal Notice and Abstract quite hard to read.

Paragraph breaks are there for a reason and I think they should be
formatted appropriately in the PDF, as they are in HTML, but I'd be
interested to hear other thoughts on the matter.
