[publican-list] publican build break on openSUSE

Hi List,

btw: I'm using ./Build install destdir=$RPM_BUILD_ROOT create_packlist=0
in the %install section.

Exists a install rule for User_Guide and Releasenotes inside that
install script or have i to install it manualy?
