Right now we sync all tags by first querying the available tag list from the repo.

Lazy sync you can expect in pulp3 we did not plan to lazily fetch docker content in pulp2( from pure design perspective).
There is no mirror on sync in docker plugin.

Would be good to report these RFEs for pulp3 in case there are not opened yet.

The first is a request to be able to create tag filters for sync. This would let the user specify one or more filters to include or exclude tags by regex.

This naturally leads into having a "lazy sync" mode for docker repos since, presumably, to only pull manifests for a subset of tags the list of tags would need to be fetched first. (Like the output of 'skopeo inspect'.)

And finally, this would lead to having a "mirror on sync" where after syncing only the tags and associated manifests would be in the repo, nothing from previous syncs that no longer matched.

Do any of these features exist already in current pulp-2.15+?
