[Pulp-dev] 3.0-dev docs builders were broken due to sphinx version

The docs for 3.0-dev branch were failing to build because of a new version
of sphinx. To avoid the problem temporarily, I pinned the version to 1.6.5
in our jenkins jobs[0]. We should do the same for the dev environment. I
also created an issue[1] for us to figure out how to fix this.
