Looks good, though I'd like to see some mockups of how "update" would
function. Are you thinking something interactive like we've done in the
past on other projects? For example:

Select rules to remove from the filter:
- -  1: zsh
x  2: emacs
x  3: virsh
Press a number to toggle its inclusion or 'c' to continue.

I'm not entirely sure of the scale of the use case here, so I'm
wondering how this will scale if we will be expecting the typical size
to be a few (e.g.<  10) or many (>  20).

Good point. We could certainly leverage what's been done in rhui-tools; as it would fit things nicely. As far as scale, I am expecting it to be:

1. I want to remove a few (<10)

or

2. I only want a few (<10)

This is why I suggested two types (blacklist and whitelist).
