Been thinking about this, and can't help by wondering if Orgs are 
nothing more than another RepoGroup.  Users are granted permission to 
RepoGroups as part of our RBAC implementation.

Also, wondering if we need some sort of yum plugin to handle 
authentication for pulp repos.  The use cases illustrate permissions on 
bind, but what keeps a user from hand-editing their yum.repos.d?
