[Pulp-list] [devel] New pulp.devel.environment

I've started a new module in pulp.devel called environment[0]. This is a
good place for us to consolidate "environmental" management tools, such
as pulp-dev.py. Eventually we can probably undo a lot of the copied code
from the various projects in the pulp-dev.pys by moving the shared code
here. In the meantime, it only has one new function that I've added.

I went a little back and forth on this, but I decided not to test this
module for now. It is only used by pulp-dev.py, and we'll know right
away if it doesn't work. It's also not part of code we release to the
public.
