[Pulp-list] pulp_rpm 2.13.1 Beta 2 now available for testing

pulp_rpm 2.13.1 Beta 2 contains the fix for https://pulp.plan.io/issues/2605,
which was left out of the Beta 1 build.

Pulp platform and all other plugins were not rebuilt. For the list of
issues addressed in 2.13.1 for these, please see Beta 1 availability email.
