[Pulp-list] Updated 2.17.0 release schedule

Previously the dev freeze date for 2.17.0 was scheduled for July 31st,
2018. Due to some regressions and outstanding work, we will be branching
the 2.17.0 release on August 7th, 2018 instead. As a result, we are pushing
back the beta, RC, and release dates by one week.
