Ok, I have verified that on my RHEL system configured as above, that ovs_use_veth=False:

I have also (once) run after installing NetworkManager w/o ovs_use_veth and had it fail to get an IP, and after enabling ovs_use_veth (with NetworkManager still running) having everything work properly again. I've run w/o NM and w/o ovs_use_veth=true *dozens* of times and had it work perfectly. So, apparently it is very possible to use namespaces w/o ovs_use_veth. BUT, it may not be possible to do so when Network Manager is enabled (or that could just be a red herring as I haven't repeated that experiment--also twice my VM froze when trying to launch a VM on RHEL with NM installed...just an FYI).
