[Rdo-list] Icehouse Neutron DB code bug still persists?

For pre-release Icehouse packages on all distributions, the installation
guide included steps to run neutron-db-manage. However, while testing the
installation guide with release package, we found that fresh installation
on all distributions no longer requires these steps. Only upgrading from
prior releases (covered in the operations guide) requires these steps. Did
something change in the RDO packages post-release to make neutron-db-manage
steps necessary again?
