[Rdo-list] Instack: Enabling local boot by default on the undercloud

Hi,

We are about to merge a patch[1] which will enable local boot by default on the undercloud in instack.
In order to that to work the deploy ramdisk should be updated (it should contain this change[2]), so
if have an old deploy ramdisk that is being reused across deployments please update it to take advantage
of the local boot feature.
