[rdo-list] Failure to install Controller/Network&&Compute Cluster on RDO Newton with keystone API V3

makes me  to think RDO Newton is passing final CI with only one version

keystone API v2.0 .  Keystone API v3 was not tested. Otherwise , how

could it happen  that   simple AIO set up driven by packstack fails running

with keystone API v3
