[rdo-list] Rules for config-core group in review.rdoproject.org

Hi,

During yesterday's meeting, we discussed again about the rules to become a core in the config repository for review.rdoproject.org. I have drafted some basic information/rules, and sent them as a PR to the RDO website: https://github.com/redhat-openstack/website/pull/1081.
