FC1 and FC2 have SELinux capabilities (Securty Enhanced Linux).  It's
disabled by default on both FC1 and FC2, although you can enable it if
you wish.

The file mentioned is part of that and the lack of it isn't fatal.  If
you're familiar with tripwire, you can think of that file as sort of
like the tripwire database of file content signatures.
