Doesn't matter, it could be 777 and you still can't.  The error is not a
permission denied error, its an operation not permitted error.

My understanding, is that by default, only root can do a chown/chgrp
command.  Ordinary users cannot.

My users need to, and I'de rather not be giving out root rights. ;)
