First off, I can't recall which version of Red Hat you're running
(AS3, AS4, FC2, FC3, FC4).  Assuming you're running Fedora Core, you
can "yum update kdevelop" and it'll do it automatically.  If you're
using a legitimate Enterprise Linux release, you can use up2date to
update it.

Barring all that, what kind of file did you download?
