Redhat Installation for Cold Disaster Recovery Systems

Howdy,
Just wondering if anyone has worked their way through the licensing
aspects of having disaster recovery systems turned off, but ready to
fire up in case of a system or site failure?
On the technical side: How do you activate the system to get the
latest updates, then disable it until it is either needed or annual
testing?
Where is the current eula aspects on licenses that are not being
used? The idea here is the customer does not want to buy twice as
many licenses for hardware that is on shelves off site until needed.
