I am not sure if I can really be of help, but with two different openssh
versions I observe the following behaviour:

[leonard rockingstone leonard]$ rpm -q openssh
openssh-2.9p1-1
[leonard rockingstone leonard]$ ssh -v -l leonard <someip>
OpenSSH_2.9p1, SSH protocols 1.5/2.0, OpenSSL 0x0090581f
debug1: Reading configuration data /etc/ssh/ssh_config
debug1: Seeding random number generator
debug1: Rhosts Authentication disabled, originating port will not be trusted.
debug1: restore_uid
debug1: ssh_connect: getuid 517 geteuid 0 anon 1

[leonard firewall leonard]$ rpm -q openssh
openssh-2.3.0p1-1
[leonard firewall leonard]$ ssh -v -l leonard benny
SSH Version OpenSSH_2.2.0p1, protocol versions 1.5/2.0.
Compiled with SSL (0x0090581f).
debug: Reading configuration data /etc/ssh/ssh_config
debug: Seeding random number generator
debug: ssh_connect: getuid 500 geteuid 0 anon 0

I seem to be missing the "Reading configuration data /etc/ssh/ssh_config"
line in your example.

					Bye,

					Leonard.
