I didn't see any reply, so let me try to address your question.  Check out
the /etc/sysconfig/i18n file.  This may be what you are asking for.  As for
the definition of those locales, it seems to be in the following directory:

/usr/X11R6/lib/X11/locale


Here is the information about the package that installed them:

$ rpm -qf /usr/X11R6/lib/X11/locale/en_US.utf
XFree86-3.3.6-20
