If you log on to the system and do ssh user at localhost ?

Are you sure SSHD is running? Check it:
$> /etc/rc.d/init.d/sshd status
If it's not running, turn it on
$> /etc/rc.d/init.d/sshd start
If you want it to automatically run next time after reboot:
$> chkconfig sshd on
