Running GNOME and KDE

Yup, yes GNOME Programs can be run from KDE and KDE Apps can be run from GNOME , but when we want to havve the look and feel of the both ,How do I ?
I think its something to do with /etc/inittab file only,but unsure :(

You can run gnome programs in kde and kde programs in gnome.
