to run startup !

First,

Run your iptables line, then as root run 

service iptables save

This will save the your iptables ruleset into /etc/sysconfig/iptables

For the ip_forward file, just change the line in
/etc/sysctl.conf that says net.conf.ipv4.ip_forward = 0
to net.conf.ipv4.ip_forward = 1
