Apache 2 configuration with a site per user

There is a way to do this using  virtualhosts?

Eg. Can I create a user then modify the httpd.conf file adding a
virtualhost block and redirecting the http root directory for this
virtualhost to the user's home?

Is this possible? Or I need to use userdir?
